Baptized & Filled with the Holy Ghost
Who gives the Holy Ghost baptism? "Matthew 3:11 I indeed baptize you with water unto repentance: but he that cometh after me is mightier than I, whose shoes I am not worthy to bear: he shall baptize you with the Holy Ghost, and with fire:" John the Baptist points out that Jesus Christ will baptize people with the Holy Ghost. "John 1:33 And I knew him not: but he that sent me to baptize with water, the same said unto me, Upon whom thou shalt see the Spirit descending, and remaining on him, the same is he which baptizeth with the Holy Ghost." Here, John explicitly says that Jesus Christ is the baptizer of the Holy Ghost.
What is the Holy Ghost baptism? We see in the gospels of Matthew and Mark, Jesus Christ told his disciples to go and to preach the gospel everywhere. But he also tells them to wait until they receive power from heaven. "Acts 1:4 And, being assembled together with them, commanded them that they should not depart from Jerusalem, but wait for the promise of the Father, which, saith he, ye have heard of me. 5 For John truly baptized with water; but ye shall be baptized with the Holy Ghost not many days hence. ... 8 But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judaea, and in Samaria, and unto the uttermost part of the earth." So, the disciples waited together in one place and suddenly they were baptized with the Holy Ghost. "Acts 2:2 And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting. 3 And there appeared unto them cloven tongues like as of fire, and it sat upon each of them. 4 And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance." This is the baptism with the Holy Ghost. This is how God anoint and ordain his disciples to send them to his ministry with power. All other ordination that is given by churches are man made and God has nothing to do with them. There are people, who fakes the baptism of the Holy Ghost also. Until and unless we are guided by the Holy Spirit, we will not be safe without deception. There are lot of deceptions in Churches. May God help us.
As God baptizes with the Holy Ghost, he gives the person at least a gift, mostly it is the gift of tongues and some time the gift of prophesy. Preachers may say that the gift of speaking in tongues is the evidence of the baptism. But I will say that it may not be the evidence, since it can easily be imitated and then we have to accept that the person who imitates also is baptized with the Holy Ghost. So it cannot be a solid evidence, until we can prove who imitates and who is genuine. For details, look at this link: "Tongues."
Baptized with the Holy Ghost is not abiding with the Holy Ghost. Abiding is to live with, but baptize is to not to live with, but to be just in contact or to immerse for a moment. It fell on them for a moment, to give a gift or/and power. "Acts 11:15 And as I began to speak, the Holy Ghost fell on them, as on us at the beginning. 16 Then remembered I the word of the Lord, how that he said, John indeed baptized with water; but ye shall be baptized with the Holy Ghost." Here, fell on them is baptizing them with the Holy Ghost. When the Holy Ghost fills people for the first time, invariably he gives them gift or gifts with power and it is called baptism. Subsequently, as often as the Holy Ghost gives them power, it is referred as filling of the Holy Ghost. In filling, the Holy Ghost imparted power and boldness every time.
