As Jesus Christ baptizes with the Holy Ghost, he will give the gift to speak with tongues. However, speaking in tongues cannot be cited as evidence of the baptism, as it can be imitated. Further, operating in gifts is not proof of a holy life, since God gives gifts to the rebellious also.
The baptism with the Holy Ghost can be considered as an ordination from God. God sends them to witness or/and to preach the gospel. God gives them power to do miracles, to heal the sick, and other gifts as he sends them. How God picks up these ministers? In general, churches think that God baptizes them subsequent to a clean heart. But it is not true. In the Old Testament, God picked up Saul, who was not clean in his heart, and God picked up David whose heart was as the heart of God. So, the Holy Ghost baptism may not be subsequent to a clean heart. "Psalm 68:18 Thou hast ascended on high, thou hast led captivity captive: thou hast received gifts for men; yea, for the rebellious also, that the LORD God might dwell among them." This verse is prophetic and it refers to the Lord Jesus Christ giving gifts, which refers to the baptism of the Holy Ghost. Rebellious people do not have a clean heart. "Matthew 7:22 Many will say to me in that day, Lord, Lord, have we not prophesied in thy name? and in thy name have cast out devils? and in thy name done many wonderful works? 23 And then will I profess unto them, I never knew you: depart from me, ye that work iniquity." Jesus Christ will send them, who has the baptism of Holy Ghost, to do the ministry with gifts, but they commit sin and iniquity, and they will be punished in hell. It is proof that the baptism of the Holy Ghost is given not only to people with clean heart, but to those who do not have clean hearts.
The churches say that the evidence of the Holy Ghost baptism is that God will give the gift to speak with tongues. The scripture does not say this directly, but we look at the wholesome word, can derive at this conclusion that they those who were baptized with the Holy Ghost, spoke with tongues. If someone claim that he/she is baptized with the Holy Ghost, but they do not have the gift to speak in tongues, they may not have the baptism of the Holy Ghost. For details, please look at this link: "Tongues." However, there are people and churches, that teach people to speak in tongues, and many people have learned to speak in tongues. Theses are counterfeit gifts. If we say that it is the evidence of the baptism of the Holy Ghost, we have to admit that all these fakes are also baptized with the Holy Ghost. So, if it is an evidence, the devil can prove that his people are also filled with the Holy Ghost. So, it is not a good evidence.
